HB: well screw it, there's no consensus. See end of talk page above for my grading proposals.
is there a no-data value for orientation? is it 0 or is it null?
Does PostGIS dataset have both 0 and null? is it stored as a
DOUBLE PRECISION or VARCHAR() string? does PostGIS allow
nulls to be stored in double datatyped columns? .csv output from
Koords shows some with ori=0 and some with ori=null. ??
does it matter? a renderer would (hopefully) treat no rotation as
meaning 0 rotation.

HB 22 Aug 2012: updated to new field names. (only 'name' and 'status' remain). Future work will have to deal with construction=lean_to a bit better. Since shelter_type= data has been removed from the new LINZ dataset, we will probably have to rely on local knowledge for the cleanup.
Once again, see http://wiki.openstreetmap.org/wiki/Key:shelter_type
