TAGGING FOR ITEMS IN THIS LAYER IS ORGANIZED ON THE WIKI:
(old) - orientation is in radians
(old) - placement code is text justification, like on a keyboard numpad
probably use a big switch|case statement to sort out
see how that's done in building_pnt.
RP: is this redundant for OSM? it looks like pure cartography, rather than GIS
at the moment there is no infrastructure for placing labels intelligently, they are merely dropped next to their parent item
HB: for things like town names it is useful.

HB 16 Aug 2012: updated for new linz data dump field names. (most are now gone)
GB: Coded up snare islands descriptions. Will need to look at other layers before approving them.
HB 26 Aug 2012: added all tagging rules used in:
Antarctic, Antipodes Islands, Auckland Islands, Bounty Islands, Campbell Islands, and Kermadec Islands. The mainland has also had its tagging coded but we should double check that none were missed (search for those without tags after ignoring LINZ:*= and name=).
