HB: what a mess!
Are we sure all of these polygons are in fact surface_mining?? really
should that just apply to open-pit/cast mining? I guess these polygons
are the surface manifestations of below ground mines, none the less I
propose: landuse=mining + resource=*.
"surface_mining" proposals mention they are for open-pit (or mineshaft
proposal gives this as its reason for being), and LINZ adds an "opencast"
tag for ones that are actually that. IMO the OSM proposals around this are
out of date and needlessly complicated/wonky. So we should just go
ahead and use the better mining= term.
We need to decide between resource= and mining_resouce= before
uploading. resource= seems to be the more modern and less complicated
approach.
