RP: "scattered in a random manner"? i've yet to see scrub arranged in an orderly manner. maybe God is less thorough about arranging vegetation in NZ than anywhere else?
natural=scrub looks sufficient here, particularly as it mentions scrub in the name.
also, heath is generally a *lot* less than 3m

HB: scrub is already used by scrub_poly (go figure), & best to avoid overlap. Heath seems .reasonably. close and the waiting option. I suppose scattered scrub is as opposed to dense scrub.. i.e. you can walk through it without nasty bush-bashing. also to note that it's 3m *max*, not on average, so I'd guess it's more woody and low-land than tussock, scattered .5-1.5m tall hebes..?
btw geometric scrub can be found at former mine tailing replanting sites, also seen at motorway cutting replantings :)
